    Minnesota man charged in Eden Prairie identity theft, bank fraud cases

    A Minnesota man has been charged in two felony identity theft cases involving more than $22,000 in unauthorized bank withdrawals from accounts belonging to two Eden Prairie residents, according to criminal complaints filed last month in Hennepin County District Court.

    Ronald Dean Marquis, 47, faces three felony charges – two counts of identity theft and one count of check forgery – tied to separate incidents in November 2024. In both cases, authorities say Marquis used a fraudulent U.S. passport card containing personal information stolen from the victims to impersonate them and access their accounts at bank branches in Hennepin and Anoka counties.

    In the first case, involving a Nov. 14 transaction, Marquis allegedly withdrew $7,600 and $9,800 from one victim’s checking account at Security Bank & Trust in Wayzata. Surveillance footage reportedly showed him completing the transactions at the teller counter. According to the complaint, the victim later confirmed the signature on the withdrawal slips was not his and that he had not authorized the transactions.

    In a second incident on Nov. 26, Marquis is accused of withdrawing $3,500 from another victim’s checking account and $1,500 from a money market account at a bank in Brooklyn Center. He also attempted to withdraw an additional $1,500 from a Coon Rapids branch but left when staff questioned the ID he presented.

    Police identified Marquis through surveillance video and confirmed his identity using his Minnesota driver’s license.

    Marquis remains in custody in Benton County on unrelated charges. Warrants have been issued in both identity theft cases. Bail has been set at $5,000 in the Nov. 26 case and $20,000 in the Nov. 14 case.

    He also faces a felony theft charge in Benton County, where he is accused of using a fraudulent passport card under the name of another man to withdraw $9,800 from that person’s bank account at a Cash Wise location in St. Cloud on Sept. 6, 2024. The complaint in that case states that law enforcement identified Marquis through video surveillance and a facial recognition match. That case is scheduled for a settlement conference on April 9.

    Marquis does not have a permanent Minnesota address listed in the Hennepin County complaints. The Benton County complaint initially lists “NPA” (no permanent address), but court records in that case list a Las Vegas, Nevada, address for him. Authorities have also noted he has ties to Ohio, where a prior warrant had been issued.
